Rick,

When an editor is displayed with no vertical ruler (or left-sidebar), this
means that the class that is being displayed is not on the classpath.
It is a current limitation that class files that are not on the classpath
disallow the addition of breakpoints (we don't have enough information to
install the breakpoint (no fully qualified name etc.)) We have a deferred
feature to allow this http://bugs.eclipse.org/bugs/show_bug.cgi?id=13834
