You don't say whether you're running CVS on Windows as a server or just
as a client. You should be able to connect to CVS using :pserver, not
just :local using your other CVS client. (I think that will *require* a
password, so that might be it.)
Assuming you can connect using :pserver, I'd check CVS version numbers
from there. I've successfully connected with CVSNT 1.11.1.3 build 57c,
so I know that one works :-)
