[news.eclipse.tools] How to add action to combo in WizardPage

I would like to add new actions to a combo drop down menu inside a
WizardPage.  i.e. Similar to how an action can be added to a view or
editor pop-up menu by a plugin.  Is this possible using the standard
extension points?
