[news.eclipse.tools] Eclipse 2.1 M4 Runtime workbench startup -> Please wait... Completing the install?

I've tried out M4 and recognized, that for a plugin project when I run that
project from inside of Eclipse as "Run -> Runtime Workbench", the newly
started instance of Eclipse every time always tries to complete the
installment first... Meaning, that I now always get the dialog:

   "Please wait... Completing the install"!


This is somehow annoying and wasn't the case for M3. So the question in turn
here is, is it a feature or a bug :-).
