we have:
eclipse.org->download->pick a version->build notes->pick a component that 
explains some stuff... But I am sure you saw that,

Maybe it is not all you are looking for, can you elaborate ? do you want 
the plan ? 
I presume you also looked at eclipse.org->projects->The eclipse Project-> 
Pick a sub project -> pick a component -> development resources
and couldn't find what you wanted

can you elaborate, what exact info you need ?
