Miriam,

As a user of Eclipse, you can remove the Software Updates menu item by
invoking the Perspective > Customize action.  This opens up a dialog where
you can turn off the Software Updates action set in the Other category.

As a plugin developer, you cannot remove the contributions made by another
plugin.  You are just one of many plugins running on the platform.

As a product developer with complete control over the initial plugins in
an Eclipse Install you may customize those plugins.
