OK - you have my support in making this a reasonably high priority :-).

From a plugin developer's POV, I would think this is important - not being
able to modify the menu in the outline view prevents plugin developers
from easily giving a way for users to access plugin functionality on the
selection of an item in that window (i.e. for Java, I would like to
augment the pop-up menu for a field or method).
