[news.eclipse.tools] Icons on Windows NT

When you bring up the R0.9 SDK on Windows NT, there are icons that are not
displayed that ARE displayed on Windows 2000. 

For example, under  File->New these actions
     Save
     Save As... 
     Save All
     Import
     Export
have icons on 2000, but not on NT

Is this a bug?  Or a limitation?  We are seeing the same behavior with our
plugins and we were wondering if there is anything that can be done about
it.
