[news.eclipse.tools] Terminology: TP*?

Just a point of clarification.  Within the development teams the Eclipse
platform drops are numbered by build with numbers like 0.035.  In the past,
partners have apparently been given versions of the platform with version
numbers like TP3, TP4, ...  Unfortunately, most developers have no idea what
build number corresponds to which TP number.

In the interest of clarity, please use the build numbers (e.g., 0.035) when
refering to a particular code base.
