[news.eclipse.tools] How to reference a project from another project

Starting from TP3, eclipse allows a project to reference another project
in the workbench.  In TP3, it used to have a menu item called "Edit
referenced projects" when I right click on a project.  After I select that
menu item, a selection dialog box will come up so that I can set the
referenced project in there.  However, in TP4, I couldn't find this menu
item when I right click on a project.  I could not find any similar
mechanism to set the referenced project.  
How do I set the reference project in TP4?
