Actually, our experience with the 0.35 platform is that these errors are often the
result of .va.properties problems.  If you catch one of these in action, you see
that the plugin classloader has usually triggered a plugin startup which is
failing because it can't load a required class.  It seems to get reflected back to
VA/J as an ex02 because it causes a load in VA/J to fail.
