[news.eclipse.tools.php] Unable to install Zend PHP Debugger

When I try to install PDT via http://downloads.zend.com/pdt it only
lists ``Zend Debugger Feature 0.1.7´´, and when I select it Eclipse
complains that ``Zend Debugger Feature (0.1.7) requires feature
"org.eclipse.php_feature (0.7.0.qualifier)", or compatible.´´
The ".qualifier" part seems strange, has anyone been able to install
this feature? Is this an error in the update site? Am I doing something
wrong?
