[news.eclipse.tools.php] Location of zend debugger for php 5.1.6

On my machine I have php 5.1.6 and the later pdt. When I look at 
http://downloads.zend.com/pdt/server-debugger/ I cannot see any debugger 
extension for php 5.1.6. I am on a Windows XP machine.
Am I forced to upgrade my php version?
