[news.eclipse.tools.jdt] Javadoc not showing for API types

I downloaded the Eclipse for Java package. When I cursor over an type like Java.util.Calendar, or java.lang.String, the javadoc area just displays a message "Note: The Javadoc for this element could neither be found in the attached source nor the attached Javadoc."

I do not have an external JDK installed, just the one that comes with the eclipse package.

How can I get the javadocs displayed for types like String, Calendar, Integer, etc?
