[news.eclipse.tools.jdt] Can't set Javadoc location for Eclipse librarie

Using 2.1.3:

If I put the cursor on any Eclipse type (e.g. IFile), I get the error 
message that the documentation location has not be configured.

So I open Project, Properties, Java Build Path, but I can't get anything 
I set here to "stick".  I edit the Javadoc location, navigate to the 
right place, "Validate" tells me its okay, but when I close the Build 
Path dialog and reopen it, the setting is blank again.

Any ideas?  Shift+F2 works fine for Java standard and my own types.
