A bit of digging around brings this up:

This is closed as won't fix because:

This feature already exists in higher products - Method Details view in Bluerat, which is part of the Rational software development platform (RAD).

This is funny: other products have it, so we don't do it. Buy them! :) So much for open source "competitivity".... :((

There are some points in time when our Bugzilla doesn't represent reality. We are closing a plan for 3.3 and 4.0 which can be seen at http://dev.eclipse.org/viewcvs/indextools.cgi/~checkout~/hyades-home/docs/unapproveddrafts/project%20info/plans/3+/TPTPFeatures.html
and 51293 is currently committed. Please remember someone who works for IBM Rational will probably end up building this, don't be too hard on IBM's intentions here.

Generally-speaking once a requirement has been articulated, ownership passes to a requirements group which I chair, and the requirement cannot be unilaterally withdrawn by its initial proposer - other individuals and/or organizations can offer input through bugzilla, or at the group. if you wish to represent directly to the group, please contact me.

I know that not all of this process is completely obvious, in particular the above URL, and as part of the transition to TPTP from Hyades we are working hard to fix this.
