The problem seems to occur in 3.2.0_20041101_1032 but not in the latest code
in HEAD. I think what might be happening here is that previously, the code
that launched the agent would wait for a statistical model to turn up under
the agent, so if no model turned up the agent launch code would hang forever
(bug 77819).
I think the problem in 3.1 might stem from this. What might be happening
here is that the agent is launched ok but there is some model refresh that
isn't happening so that the launch code keeps checking for a statistical
model but it never finds it.
