Just another GEF "viewer" would be more correct.  What you mention can 
certainly be done.  But what's your motivation for doing this?

Since "the Palette is just another GEF editor with a model and edit parts
driving it" (thanks guy!), would it be possible to give a graphical
representation of the palette in an editorpane and make the customization
accessible through the properties view and appropriate add/new/delete/move
controls? Sort of a GEF Visual Palette Editor instead of  the Customizer
Dialog?

An idea for future GEF versions perhaps?
