... is false. It is only an adapter for ResourceSetDomainLink.class.

Shouldn't it be an  IEditingDomainProvider.class ?

When WorkspaceEditingDomainFactory.INSTANCE.createEditingDomain(ResourceSet rset, IOperationHistory history) uses a custom ResourceSet, the ItemPropertyDescriptor used in property sheet page can't get the editing domain from the EObject's resourceSet.
