I always have to go select the additional lines and shift them back to the
left by one tab.

I've tried turning it off in the edit menu, but it keeps turning itself
back on.

In Smart Insert Mode all features enabled on the Typing preference page (C/C++ > Editor > Typing) are active. If Smart Insert Mode is off, the features are all deactivated.
The mode is not persisted, ie. it is enabled again on startup, but you can individually enable/disable the smart typing features on the preference page. In your case, the option "Adjust Indentation when pasting" (aka Smart Paste) seems to bug you. If you think the feature is not working correctly, please file a bug.
