[News.eclipse.test-and-performance] Re: Needs a new name

That too was our first impression, but after going down that road, we
ended back at "Test & Performance Tools Platform Project".  Indeed a
mouthful, but desire was to keep the top level project name descriptive
(i.e., "test & performance").  Additionally, one of the key projects with
the "TPTP" top level project is the "Hyades Platform".
