[News.eclipse.test-and-performance] Needs a new name

My first impression is that "test-and-performance" and "tptp" are not great
names for a project. The first one is too long and the second is too
cryptic. I suggest either calling it Hyades or coming up with a new name
(for example, Corona, Flare, Trace, or Transit).
