[news.eclipse.technology.wsvt] wsil4j.jar

I was following the instructions for the download of the wsil4j.jar file 
and the links provided.  However, after I download I get class files but I 
do not get the jar file.  When I open Eclipse 3.1.0 I get an warning 
message that this jar file is missing.  Has anyone else received this 
message?  Can someone tell me where I can find the jar file?
