Hi IchBin,

The WSVT project has graduated and is now a part of the WTP project. WTP 
milestone M4, which should be released this week, will include the tools.

WTP M2 requires Eclipse 3.1 M4 and has not been tested on Eclipse 3.1 M6. 
You should take a look at the WTP downloads page 
(http://download.eclipse.org/webtools/downloads) for specific requirements 
for different milestones.
