OK, There are quite a few steps missing from the instructions.  :-}

Steps:

1. Checked out the CVS tree to c:/dev/wsvt/org.eclipse.wsvt

2. Selected File->Switch Workspace...

3. Selected the directory c:/dev/wsvt

[at this point I had a blank eclipse window/workspace]

4. Selected File->Import....
5. Selected "External Plug-ins and Fragments
6. UNCHECKED "The target platform (as specified in the Preferences)
7. Set Plug-in Location to c:/dev/wsvt/org.eclipse.wsvt
8. Left the default "Plug-ins and fragments to Import setting: "Select from
all..."
9. Changed the "Import As" setting to "Projects with source folders"
10. Selected "Add All" for the Plug-ins that it found
11. Clicked "Finish"

[at this point, I *believe* I need to switch eclipse in to Plug-in
Development mode, but I am not sure. I did]

12. Tried to follow step 2 of the How-to, and (re-)created the build.xml
files

[at this point there are no *source* files configured in each of the
plug-ins.  Eclipse sis warn me about this when I was doing the import when I
changed the default in step 9 above.  If I create an Ant file by right
clicking->PDE->Create AntBuild File, the ant
files will do nothing, as there is no source to create.]

I stopped as I had been here before, and even when adding the source
directories (which ever those are) I can get the ant file to have a jar
target, but it wont work with other errors (missing srcdir attribute for the
javac tag).

So I think the instructions are missing some very basic "here is what you
have to do with eclipse" info.
