[ews.eclipse.technology.rap] [ANN] CVS HEAD requires new dependency

Hi,

if you're working against CVS HEAD, please read on.
By fixing bug 278358, we needed to introduce a new dependency: 
org.eclipse.help.
In case you're working with the new bundles from CVS, please be sure to 
include this in your target platform until we ship the new runtime with M2.
