Hi Patrick,

1) No, I don't think so that it is possible at the moment. Not sure if 
we ever intended to allow translations here. If you really need this you 
could open a bug to track this request.

2) Eclipse itself gave up to provide translations but the Babel project 
already did translations for 3.3 and 3.4. I never tried to integrate 
them myself but it should not be a big problem. Take a look at 
http://www.eclipse.org/babel/downloads.php
