Where are they? The page http://www.eclipse.org/downloads/packages/
still lists the M6 builds.
According to
http://wiki.eclipse.org/Ganymede#Milestones_and_Release_Candidates the
M7 builds should be available to the public.
Looks like I was a little too aggressive in my expectations. The M7
package builds are now available. Thanks to the EPP team for your work!

Does anyone have a link the the New and Noteworthy page for M7?

Eric

Yup, you were too aggressive ;-)

On the other hand, we were late because we had to rebuild the packages just
yesterday, and therefore we had to wait for the Eclipse mirror servers to
sync with the new content before switching the website to M7.

New and Noteworthy: If you are talking about the Eclipse Platform New and
Noteworthy, it's here:
http://download.eclipse.org/eclipse/downloads/drops/S-3.4M7-200805020100/eclipse-news-M7.html

This page says it will be out May 2, but now on May 15 my M6 still won't update. Any clues?

First of all, the Platform M7 build was available on May 2, but that is not sufficient for an EPP package to be available. See http://wiki.eclipse.org/Ganymede#Milestones_and_Release_Candidates for the schedule of milestone availability.
M7 packages are available at http://www.eclipse.org/downloads/packages/

I'm not sure that the Milestone builds are intended to update. In the past (with the old Update Manager), that was definitely not the case; you had to download the new M-builds directly.
I'm copying this to the platform newsgroup since the update questions is more appropriate there.
