Thank you for doing so.  I actually wish more people would express their 
opinion and you certainly are not an outsider.

The goal is that EPP will produce a set of framework that other people can 
use to build their own packages.   We then create a 'interesting packages' 
page from the download page that lists all the available packages.   Those 
packages would be created and tested outside of EPP, so they would not 
follow these policies.
