The sub-project requirement is a consequence of being an Eclipse-hosted project. One reason for these rules is that the Eclipse membership (that's the Strategic members, the Add-in members, and the Committer members) are entitled to be forewarned of, and have input into, the directions and activities of the Eclipse projects. That's why I said "provide a balance between project-free-for-all and membership-understanding-what-is-going-on". I agree that OHF does have a wide scope and perhaps it will graduate to a top-level project in its own right.


I wonder whether the sub-project requirement is appropriate in a vertical industry project - OHF has a necessarily wider scope than
most of the other projects. (though there is a bewildering array of "modelling" projects - is this a consequence of the rules?)

And, yes, there are many modeling projects - each started by a separate group. There is an effort underway to collect and unify those subprojects into a single top-level project. Of course nothing is free and so we needed to wait until there was a company who was willing step up and spend the time to make it happen.
