Thanks on the update.
I have taken part in writing and defining standards in Austria before.
However, some of those where not much between Level 0 and 1 then (and
telling from the proprietary and lousy solutions they provided e.g. for
the healthcare card, I guess they have not advanced since then :-)
Would be a good hint to send this URL to some of the stakeholders there
(but I fear it is too late for them on many issues)
