[news.eclipse.technology.ohf] H3ET Proposal : HL7 V3 Eclipse Tools

This proposal describes an EOHF sub-project to develop
HL7 V3 tools in association with an HL7 based community
of users and developers.

I have attached the EOHF project creation proposal, and 
in addition a clarifying document (zipped, since it's 
not small).

This project has been approved in concept by the HL7 
Tooling committee, now I am looking for OHF to adopt 
as an active project.
