hi All

We've had several people/companies offer to contribute 
(here and elsewhere), but it's not been clear, either 
inside OHF, or outside OHF, how we might go forward with 
such offers. 

One reason is because the general scope of EOHF is ill 
defined. Another reason is because EOHF itself does not 
have a clear development procedure in place. 

I am attaching an RTF version of a development process
adapted from the technology projects process. I am 
proposing that this process be adopted in the upcoming 
meeting at Washington. 

Executive Summary:
I propose that OHF hosts sub-projects of it's own. All 
the actual work of OHF will happen in the sub-projects 
- they have their own creation proposals, requirements, 
committers, and deliverables and milestones

In addition, there will be a series of project proposals
made here over the next few days. I propose that we
complete creation review for as many of these projects as 
possible in Washington
