[News.eclipse.technology.mylar] setting up bootstrap for development

I tried to follow the instructions on this page:

I had to just check out dev.eclipse.org/org.eclipse.mylar straight from
CVS because I ran into this bug when trying to do it with the psf file.
The part that's got me confused however is this:

On the Main tab, set the Location (e.g. C:/Dev/workspace).
* You can use an existing workspace that you used Mylar with, or
* You can create a new directory. If you create a new directory,
you will need to check out the Mylar source code as above.

I created the new Run > Eclipse Application and set it's location to
C:/Dev/workspace as specified. When I run it a new version of Eclipse
starts up. But Mylar isn't installed into it.
So, how do I get Mylar into the bootstrapped version?
