 To test with the browser you should be using url like 
http://download.eclipse.org/technology/mylar/update-site/e3.3/site.xml
 As far as I can see site.xml is there, though I haven't checked if all 
feature and plugin jars are there.

 I don't know what kind of error you are getting from the Eclipse 
update manager. I would be really surprised if it is "no web page found 
here". Maybe you just missing a trailing slash in the url for update 
site or you local proxy is caching something outdated...
