There is no "official" Tycho release schedule at the moment. Tycho is 
still rather new technology and some of the features, like p2-based 
target platform management we are introducing in 0.4.0 are still very 
much research in progress.

Tycho development is largely driven by m2e project needs and patches 
submitted by Tycho users. As such, there is currently very limited 
support for POM-first projects but we will appreciate the help, if you 
are interested.
