[news.eclipse.technology.linuxtools] Updating eclipse-rcp-europa-fall2-l

On my laptop, I am runnning Fedora core 7  and jdk1.6.0_03.
Yesterday, after downloading and extracting 
eclipse-rcp-europa-fall2-linux-gtk.tar.gz I added Argus codewatch.

It runs without any problems but whenever I try to update the currently 
installed features, the update process stops with the following message:

Update operation has failed
  Error retrieving 
"plugins/com.ibm.icu36.data.update_3.6.1.v20071204_2007j.jar". [Server 
returned HTTP response code: "403 Forbidden" for URL: 
http://mirrors.cat.pdx.edu/eclipse/eclipse/updates/3.3/plugins/com.ibm.icu36.data.update_3.6.1.v20071204_2007j.jar.]

How can I install a linux-version of Eclipse which can be updated 
without getting into an update-nightmare?
