The Higgins project webpages now have content. See it at

Since we still working on provisioning the initial code, the site focuses
on goals, plans, resources and faq. We expect to evolve the site as the
project progresses. Comments, suggestions, edits, etc. to the webpages
are strongly encouraged. What other information do you think would be
helpful to the Eclipse community ast this stage?
