It's there. You can either right-click on an *.ecore file and select the
"Initialize *.ecore diagram" option, or start with a blank diagram using the
New -> Examples -> GMF Diagrams -> Ecore Diagram.
To verify your installation, check in Help -> About... -> Plug-in Details
and look for the org.eclipse.gmf.ecore.editor plug-in.
