You need to determine if the plugin got installed to the runtime. Either
look in your runtime plugins directory for it or do "ss" at the osgi console
to see if the plugin is resolved.
If the plugin got installed, then chances are that you did not change your
plugin's org.eclipse.ercp.eworkbench.applications extension to give it a
unique ID. Without this, being set right, the workbench will not list your
application.
