[news.eclipse.technology.ercp] Moving eRCP to the DSDP project

This topic has been in the works for a while, and I think we are finally 
ready to make the move.
Background
eRCP was created as a technology incubation project in order to experiment 
and determine whether the Eclipse Rich Client Platform could be down-sized 
to run on embedded devices. Having achieve this goal and developed several 
RCP API sub-set specifications, we would like to now move the project out of 
incubation into a more formal project stage where we can conduct formal 
releases.

Proposal
The eRCP project has a great affinity to the top-level Device Software 
Development Platform project since both projects are concerned with support 
for devices, and so it makes sense for eRCP to join this project. This 
allows for our common interests and concerns to be consolidated and 
organized so that device concerns are perhaps better received by the overall 
Eclipse community.

Creating a top-level project is another option but this option seems like 
additional overhead for no apparent gain (it is unclear that people readily 
distinguish between projects and subprojects). Additionally, eRCP is not 
really big enough to have its own PMC.

Since eRCP already has a top level web site (www.eclipse.org/ercp) and 
mailing list that are not explicitly under a Technology path, we should not 
have to move or rename these infrastructure items. The eRCP newsgroup 
(presently eclipse.technology.ercp) will transition to eclipse.dsdp.ercp. 
CVS will move to the DSDP server.

Project Scope
The moved eRCP project will maintain the same scope it's had plus open 
dialogs with the other DSDP sub-projects in order to consolidate and 
organize requirements, and collaborate on tooling for devices.

Organization
The project will maintain the same components that it currently has.

Proposed project lead and initial committers
The current eRCP committers will continue as is. The eRCP Project Lead will 
transition from Mark Rogalski to Gorkem Ercan, Nokia. The DSDP PMC will add 
a seat for the eRCP project, which will be filled by Mark Rogalski.

Interested parties
The submitters of this proposal welcome interested parties to post to the 
eRCP newsgroup with comments or suggestions for this document.
