[news.eclipse.technology.equinox] P2 Repository for 3.4 updates is down

Working with the Admin UI and I can no longer see the repo:
http://download.eclipse.org/eclipse/updates/3.4

(Seems to work in the simple user UI within eclipse though.)

Was working in the Admin UI last week.  What has changed?

BTW - What is the proper procedure for notifying the repo admins on 
failures such as these?
