I've just discovered that when I installed WTP or UML plugins which depend on EMF, p2 doesn't list the EMF plugins as being installed although I can see them in <Eclipse Installation Dir>/plugins.

Example:
   Download and install Eclipse Platform for Windows 64-bit.
   Start Eclipse, go into Software Updates -> Available Software.
   Expand Ganymede, pick Web Developer Tools (along with JDT, UML2, etc.)

Is this a bug? A feature?
