I found this thread from last October where Peter Haumer talked about the possibility of an EPF update site: http://dev.eclipse.org/newslists/news.eclipse.technology.epf/msg00782.html

What will it take to make this happen? My project depends on the Rich Text editor in EPF and with the new stand-alone feature from Bug 209373 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=209373 - thanks Jeff Hardy!) we need to be able to refer to an EPF update site for users installing our plugins.
