[news.eclipse.technology.epf] How can I get a clean install?

I'm struggling with an error that may go away if I can get a clean install, 
but EPF is smarter than me.

I remove the (Windows) epf-composer installation folder, my workspace, and 
method libraries, and reinstall. But EPFC still manages to remember the last 
workspace value I entered at start up.

The problem I'm having is with initial start up after such an effort, 
creation of the method library fails with a permission error.
