Sorry, i didn't express my problem clearly in previous mail.
My actual problem is how to solve this issue about GB18030 characters set. 
Because i want to translate process of FDD or CMMI into Chinese to be used 
in  my  company .

For export into XML file from EPF, currently I wouldn't use Microsoft 
Project to track project's planning .
