[news.eclipse.technology.epf] PM Alignment Review Complete for OpenUP/Ba

The alignment review of the PM discipline is complete and issues have 
been added to Bugzilla. For those that are interested, please take a 
look. As a reminder, the review is to:
* Removing content that doesn’t apply to small agile teams
* Removing excessive content that small teams are not likely to read or use
* Identifying more examples and guidance that would benefit small teams
* Align disciplines with other areas of OpenUP (e.g. using the WIL)
* General comments on discipline practices
