[news.eclipse.technology.epf] New version of OpenUP for download

Hi everyone,

A new version of the OpenUP library and OpenUP/Basic published Web site are 
available for download at:
http://www.eclipse.org/epf/downloads/openup/openup_downloads.php.

The main changes are related to:
- rename from BUP to OpenUP/Basic
- implementation of decisions related to disciplines: Project Management, 
Requirements, Change Management and Architecture
- some minor bug fixes
