Open one of the beacon-XX.product files for your platform found in the org.eclipse.epf.rcp project. There is an option to start the product export wizard to build and package a zip. This step isn't in the guide yet.

Thanks for finding this. There is a problem in publishing with the I20060407 build. This build had a lot of changes merged in. You should try working with the 1.0-M1 build for now. It is stable and publishing works well. The 1.0-M2 build is scheduled for release around the end of this week.
