My apologies, I was wrong.  Although the rationale is still correct that we 
do not recommend to make terms browsable elements, because people might be 
starting putting too much information into the term definition, which might 
be better placed into a concept guidance element.

The reason why the term definitions did not show up in the Add Dialog is 
because of a bug with the "All" filter. If you switch to the "Guidance" 
filter in the filter combo box on the top of the dialog, you see the terms 
showing up.  I will file a bugzilla to get this fixed.

So again, you can do it, but I recommend against it.
